2011-03-30Letter of Intent on the cooperation in the implementation of a public investment involving construction of power stations and transmission lines in Podlaskie voivodeship
On March 30, 2011 at the Voivodeship Office in Bialystok the Letter of Intent on the cooperation in the implementation of a public investment involving construction of power stations and transmission lines in Podlaskie voivodeship was signed.
The letter was signed by Podlaskie voivodeship governor Mr. Maciej Żywno, Podlaskie Voivodeship Board represented by the Marshal of the Podlaskie voivodeship, Mr. Jarosław Dworzański, and Regional Management Board Member Mr. Jacek Piorunek, as well as starost and vice starost of the eight poviats in which the investment will be conducted. Investor - Polskie Sieci Elektroenergetyczne Operator S.A. was represented by CEO, Mr. Henryk Majchrzak.
Polskie Sieci Elektroenergetyczne Operator S.A. is a sole shareholder company of the State Treasury, which is responsible for ensuring the safe and economic operation of the National Power System and the development of the national electricity transmission system and the cross-border interconnections.
As regards electricity infrastructure, Podlaskie voivodeship is the most underinvested region in Poland. lack of a closed grid and of the possibility of a multilateral supply in case of failure is a real risk of loss of electricity supply throughout the region. In order to prevent such adverse events and minimize the risk of failure there are plans to build over the next five years two 400 kV transmission lines: Ostrołęka - Lomza - Narew and Lomza - Elk and further connection with Lithuania in the direction of Alytus. Investor acquired an additional aid from the European Union for the cross-border interconnection with Lithuania. These infrastructure investments will foster the sustainable development of all municipalities and poviats, and improve the supply of electricity throughout the voivodeship. They will also create favorable conditions for the new investments.
Having the above in mind, government representatives and local authorities of Podlaskie voivodeship decided to sign a Letter of Intent, in which they express their will to carry out the public interest investments. The aim of the letter is to define the basic principles of the cooperation of the voivodeship authorities with the investor. The Parties attach particular importance to reliable information about their investments, which is essential for social acceptance. They agreed on regular coordination meetings and identified by name the persons responsible for the cooperation.
